The City of Regina Downtown Neighbourhood Plan aims to set the stage for great urban living by outlining the parameters to create a complete downtown community, enhancing the role of downtown as the heart of Regina and creating a clear sense of place through good urban design and city planning. To do so, the continued strength of the existing employment base is identified as a key asset upon which the future of the Downtown needs to build. This employment base, which is the outcome of a clear policy direction over the last 30 years, is the "hook" on which to hang the desirability of residential development. Further, residential development will, in the fullness of time, provide the consumer base to support a niche retail strategy that will further redefine the character of the Downtown. The Downtown Plan seeks to direct 25% of the City's growth, or 5,000 new residents, to urban housing forms over the next 15 years.
