North Central Legacy Study

The North Central Community Legacy Study was conducted as a preliminary planning assessment of the North Central neighbourhood in Regina, Saskatchewan, in preparation for a future neighbourhood plan. This assessment was particularly relevant as a basis for upcoming decisions to be made on a major multi-million dollar development within this neighbourhood - the North Central Shared Facility, which would dramatically transform the neighbourhood by directing major active public uses to one
central location.

North Central is a particularly complex neighbourhood with challenges that have resulted in a plethora of social work activity, including non-profi t organizations for urban aboriginal people, which all operate under limited resources. Thus it was important for the study to generate key directions for change that were most salient and immediately relevant to the existing neighbourhood needs. Directions were generated for housing, transportation, land use and developing a sustainable neighbourhood. General urban design guidelines were created, to ensure that all developments contribute positively to the overall physical and social neighbourhood cohesiveness. This study was greatly informed by public consultation events such as stakeholder interviews, web-conference calls, two public forums at the local community centre, and a generous level of local community knowledge.
